I really don't understand the context very well, but "être amené à" in formal documents in French often means "to be required to/ to be called on to." But, again, you have to know exactly what's going on in the text to know how to translate the wonderful vagueness of "être amené à" (Oh, how French loves to be just that!). Sadly, but happily, there is no set translation for this French verb. You're really got to dig away at the context. That's what makes it all so fun and annoying!

I ended up translating it as "to be called upon" the other year. And, here, that could work, too, if there is a chance they may be "called upon" by some authority to consult these messages. If it's not clear, then "may be required" may be best. Hard to say for sure, but "être amené à" here is indeed about an obligation of some sort. We know that much, but what is best, I do not know... (yes, "to be required/to be called upon" are quite similar, but different).

here it means, "may be required to access" (i.e. it may be necessary for them to check).
