"Le logiciel XXX est un programme intégré de gestion commerciale pour PC et réseaux. Il permet la gestion commerciale de l’aménagement d’espace tertiaire des clients de nos concessionnaires". Space management I know, but what does tertiaire mean here?

I'm only guessing but could it be that they mean that the program allows space management for the service activities such as distribution etc.

Note :
In advanced countries the service industry tends to grow faster than other industries for two related reasons: (1) other industries experience a decreased need for human inputs relative to capital input - that is, they need proprotionately fewer workers; (2) a steady rise in per capita income tends to boring about a demand for more service.
