French term or phrase: Intervenant

Context:

Stabilité des équipes et maintien des intervenants.

My sense is that it means an operator, but in my experience that is not a term I associate with application development, where developer (developpeur) would be more appropriate.

In a business or functional sense it can, of course, also mean stakeholder.

Any thoughts?

Usually this term in French refers to a person, employed by a company XX or self employed, who comes to the company ZZ to provide a service that would not require ZZ to hire a permanent employee. (fixing computers, maintain them, change the printers' cartridges, teach a foreign language, coach executives, outplacement, be assigned to a very specific task requiering specific skills for a limited period of time , etc)
I.e A pharmaceutical laboratory, ABC, needs to implement a new policy about communication, an "intervenant" (consultant) in communication from the company XYZ is going to come to ABC's headquarters to conduct some kind of "bootcamp"( all representatives all day for 5 days) to teach the new technique and make sure that it will be known and mastered by all representatives... A the end of the 5 days the consultant is gone to another company in order to do the same...
