I'm having some difficulty in grasping the meaning of this sentence "ne présume pas de la structure exécutive"

Explanation:
Though "makes" would be more literal, I don't like the idea that an inanimate symbol makes assumptions. The Client requires the switch, but the choice and design of the system whereby it operates is the Contractors' responsibility.
