The phrase as given - "Arrete/Extrait de compte"- clearly refers to an either/or situation, i.e. either "Statement of account" (account remains open) or "Settlement of account" (final statement where account is being closed).

In the source text, 'arrêté' is 'settlement', extrait is 'statement'.

agree  Bourth (X): Though I have yet to find an acceptable translation of "arrêter les comptes". The websites of French corporations systematically speak of "closing accounts", but no-one else seems to!
