French term or phrase: Bulletin monographique
Institut de Politique Familiale, Bulletin monographique on line

Not sure what the meaning of this is. I suppose one could leave it in French but I still don't know what it really means...

Special newsletter
Explanation:
As far as I can see from g-searches, it means that the newsletter is published irregularly and covers a single subject. A bit like a special edition of a publication.

disagree  Chris Hall: It is a newsletter and NOT a bulletin. /// Nesletter? Yes, but a newsletter is a much more modern and better way of saying bulletin, for your information.
