Le Vendeur recevra notification écrite de la mise en vigueur du contrat qui tiendra ordre de commencer l’exécution du contrat.

Can anyone tell me if this use of 'tenir ordre de' is common in legal French? Although I get the idea of what it means here ('the Vendor shall receive written notification of the coming into force of the contract, which shall be the instruction to commence execution of the contract' - but I am sure someone can improve on this for me!).

I have never come across this expression before and don't know exactly how it should be translated in a contract-type document.
