Relating to a service/procurement construction contract. This particular clause deals with material standards.

Well, in French, when you say "engager la responsabilité de quelqu'un", you find the person liable (i.e., responsable) for something.

However, I'd need more context to figure out to whom "les hommes de l'art" is referring. In general, "homme de l'art" means expert in the field, but in this case I put "practitioner" since I assume we are being a bit more specific: Were they previously mentioned in the text?
