This is found in a Judgement for Adoption from Haiti. The sentence reads: "Par ces motifs, le tribunal après examen, sur les conclusions du Ministère Public Homologue dans toute sa forme et teneur pour sortir son plein et entier effet, l'acte d'adoption de..."

Explanation:
From a grammar standpoint, the word "homologue" should not be capitalized, because it is merely a verb. (the doer of the action is "le tribunal"). If we could rewrite the sentence, it should read:
Après examen et sur les conclusions du Minitère Public, le tribunal homologue l'acte d'adoption de ...

Maybe there is a better formula to say it, but that is the general idea.

The Public Prosecutor's Office approves


Explanation:
It should be Public Prosecutor's Office (UK) - "ministere, not ministre" - or Attorney General's Office (US) and "homologue" does appear to be the verb in this sentence and therefore should not be capitalised as Gabriela says. However, I believe "approves" would be a much more appropriate translation of "homologue", with "sanctions" being another possibility.

been made in accordance with the Hague Convention shall be valid in Finland without further
measures regardless of the provisions in paragraphs (1) and (2).
(4) An adoption granted in a foreign state which is not considered valid in Finland under paragraphs
