What does the above term mean in this context?

"Au cas où le pouvoir adjudicateur refuse pour la deuxième fois d'une part le Système de Gestion et les Matériels Techniques Individuels dans le cadre de la réception préalable technique ou d'autre part les Matériels Techniques Individuels dans le cadre de la réception provisoire partielle, le pouvoir adjudicateur peut, après constatation de la mise en défaut du prestataire de services, résilier le marché avec celui-ci."
