French term or phrase: contrainte afférente
"[Company] a été retenue pour effectuer ces prestations sous réserve de la validation du présent projet de contrat. Les contraintes afférentes à ce projet sont: [bullet points]"

Normally I would think "contraintes afférentes" would be something like "inherent constraints" or "unresolved issues," but in this case the bullet pointed items are the essential services and modalities to be provided.

There must be some kind of legal boilerplate for this!

Without seeing the bullet points, it's difficult to come up with a more precise translation, but in any event, a "requirement" is a "restraint" in the sense that it provides limits within which one must perform.
