Useful resource. However, always double check anything from that sort of glossary - e.g. the description of "negotiated procedure" is not accurate.
"For high-value public sector contracts (see OJEU) – only chosen suppliers are invited to negotiate for a contract(s). This has limited use only eg extreme urgency, failure of open/restricted procedures or repeat of similar contract."
It is often used in the context of partnering with a contractor, when the client organisation can justify the benefits of a sustained relationship, rather than in putting work out to competitive tender. So: not necessarily high value, often just a single supplier, not necessarily associated with either urgency or failure of open or restricted procedures.
