The terms "rules" and "regulations" are both widely used. However, it is possible that bodies that have to incorporate specific EU or government tender regulations, might prefer to use "regulations" when that is the case.

Asker: Thanks to your advice, I chose "Rules for Consultation" and left it at that, without adding "Tender" which is the following pages (must admit i was tempted by "Bidding Rules" but thought it too informal, (the French are very formal)

agree  philgoddard: Though I'm not sure about "regulations", which implies laws. Wouldn't rules be better?

  -> In the local authorities and housing associations I worked for, we used the term "regulations", however "rules" is also often used.

  -> Thanks for the "agree", but I think that "consultation" is the wrong word to use in English and is quite misleading. "Consultation" in the source is about "consulting"/investigating the market, i.e. putting out to tender.
