Hi all.

On the surface, this is a pretty simple phrase. I know what it means, and I know a couple ways to say it in English, but they seem very clunky and odd, and I was wondering if anyone had come across this before. This is in the tender specifications of a contract for services.

Some context:

Ensuite, le Prestataire de Services établit une offre et la transmet à la Loterie Nationale. Cette offre peut être du type obligation de résultat ou obligation de moyen. L'offre susceptible d’une commande est envoyée par mail à la [COMPANY]. L'offre a une durée de validité d'au moins 30 jours calendriers et contient un délai d'exécution convenu avec la [COMPANY].

...

On mesure le temps qui s'écoule entre le dépôt d'une Demande et la mise à disposition d'une offre susceptible de commande auprès de la Loterie Nationale.
