After consulting with many of the lawyers in my firm, I learned that this is a term very specific to labor law, as "writeaway" indicated. However, it would seem that the correct translation is "extended by ministerial agreement" followed by "en vigueur étendu" in italics

agree  Elena Petelos: I though it mettre en viguer étendu meant something ... in full (comprehensive, extended) force ...but you are probably right!
