The idea of \"forfait\" is that it is fixed or set or standard. The word \"working\" is redundant since that context is obvious.

Explanation:
much longer I know but this is the whole 35-hour week thing and has no direct parallel in English.
The idea is that you no longer count in hours per day but in a total number of hours or days that have to be worked per year. Simple explanation: of course, it is far more complicated than that!
