Hello,

I think this should be written in French as "charges complémentaires." It should be in the plural. They are simply additional/supplemental fees. Also, "honoraires d'avocat" are "attorney fees". In this context, we are talking about additional/supplemental fees as set out by the Tax Commission Attorney Fees Division.
