This is in the Guinea Tax Code.

I am struggling here. I know "bac" can mean "ferry". Do you think this is what it means in the following text? And if "bac" means "ferry", what does "ferme" mean? Could it be to do with "affermage", ie leasing?

Toutes les personnes inscrites au tableau B sont assujetties au droit proportionnel de 10% et 15% exception faite de celles pour lesquelles le présent tableau prévoit exemption du droit proportionnel.
