IntroductionL'article 16 de la première loi de Finances rectificative pour 2010 redéfinit les règles applicables en matière de taxe sur la valeur ajoutée (TVA) aux opérations immobilières à compter du 11 mars 2010. Toutefois, les opérateurs peuvent se prévaloir des mesures transitoires suivantes, et rapportées dans une instruction fiscale du 15 mars 2010 (BOI n°3 A-3-10), pour le traitement des affaires en cours.

In the present context I think "interim" is more appropriate than provisional".
