The whole sentence is:

Infraction(s): fraud en matiere d´accises (improprement qualifiée de vol dans la traduction)

which so far I have translated as:

Offence(s): Excise duty fraud (..?..)

From what I understand, the phrase I have doubts about concerns the illegal appropriation of what I assume would be tax money/funds, as a result of a bad translation. The assumedly guilty party is foreign, and the translation in question is part of a rogatory commission letter.
