Can't understand what "établis" refers to here. Can anyone help me?

Le remboursement des impôts établis au nom de XXX sera considéré comme un supplément de redevance et supportera la TVA . ou autres taxes en vigueur ,. dans les mêmes conditions que cette dernière.

un chèque établi au nom de... > a cheque payable to / made out to...

My only concern is the plural agreement on 'établis', which would suggest it refers to 'impôts' rather than the singular 'remboursement' — however, this is such a common error, I think one can fairly safely assume that's indeed what it is!

Explanation:
Either the taxes had already been paid, but the amount was too high, or the one who paid died early in the year and paid too much so his heirs are refunded of the difference...
that is why "établis" is in the plural..
another option, too much imagination!
