On entend parfois le verbe impacter, particulièrement dans la langue des affaires. On lui donne alors le sens d'« avoir un effet, un impact sur » ou de « percuter ». En fait, en français, ce verbe n'existe que dans le domaine de la médecine; il signifie « solidariser avec force deux organes anatomiques ou un organe et un matériel, de façon que leur pénétration soit solide et résistante ». C'est probablement sous l'influence de l'anglais to impact qu'on utilise ce verbe en français dans le sens d'« avoir un effet sur » ou de « percuter ». Il est à remplacer, selon le contexte, par les verbes percuter, concerner, influencer, intéresser, toucher, viser, etc., ou encore par des locutions telles que avoir un effet sur, produire un impact sur, avoir une incidence sur, avoir des répercussions sur, avoir une importance pour, influer sur, agir sur, peser sur, jouer un rôle dans, se faire sentir sur ou se répercuter sur.

Explanation:
Not very sure as this would be apparently be an odd use of "impacter" (the company wouldn't "affect" the provision) but it seems, especially in the light of your other questions, that these are accounting provisions, money set aside, not provisions of law that could "apply' or be benefited from.
I read this as meaning that the branch concerned cannot use money from 2004 provisions to settle claims arising in 2005: "was not authorised to charge these claims/expenses to the IBNR provision established in 2004".
Another possibility has just struck me (I know very little about insurance accounting): maybe they added the amounts for the expected 2005 storm claims to the 2004 provision, thus making it artificially large (and therefore a more attractive tax deductible amount)... if so, perhaps something like "was not authorised to add these amounts to the IBNR provision established in respect of 2004" would be better.
