Ne peut être désigné comme arbitre celui qui a été déclaré en faillite et n'a pas été encore réhabilité.

I don't know how to say this. I imagine that a certain number of years after you are declared bankrupt you record is cleared or something like that? But I'm not sure about putting rehabilitated.
