French term or phrase: statuant sur le siège
In an appeal being presented to the Court of Appeal in Chad. This phrase appears in a sentence outling the facts and proceedings of the original judgment. The complete sentence is as follows:

"La Cour a retenu le dossier, entendu les réquerants et statuant sur le siège, condamné X par défaut à payer..."

I know that statuer is to rule or adjudicate and that a vague understanding of the concept of siège, but I'm not quite sure how to word this is ENglish. Any helpful comments would be greatly appreciated.
