It's in a court order referring to what the prisoners are accused of. The sentence starts off saying that they have imported prohibited substances and then ends with this phrase. I have never seen 'circonstance' used with 'avec' and just translating it as 'in these circumstances' doesn't make sense. I wondered if it's a specific legal use. |

It may help you to know that the import of this is very probably that with this circumstance, the charges can be tried in an "assises" court as opposed to "correctionnel", which means the prisoners can be kept on remand for longer. "Bande organisée" is a favourite charge by "juges d'instruction" to this end. |
