power of attorney, properly drafted and recorded, legalized by the
Explanation:
Hello,

I think that "régulier" means how the power of attorney is drafted (written up according to the rules). If it meant "legal", "dûment" wouldn't make any sense in front of it (properly/duly legal ???).

mandat = power of attorney
dûment = duly = properly (I prefer "properly)
régulier = written up according to the rules
répertorié = recorded
régularisé par = legalized by

I believe that "réservant" is the "grantor."

I hope this helps.
