What is the meaning of 'signifié à' in the following examples?

(1) Condamné le [date] par jugement par défaut
Signifié le [date] au Comm. de Police

(2) Condamné le [date] par jugement par défaut
Signifié le [date] à sa personne

(3) Condamné le [date] par jugement par défaut
Signifié le [date] à Mr. le Proc. du Roi

In every instance there is a different person who is the indirect object of this 'signifié' - be it the Police Station, "to his person", or the King's Prosecutor.

Can someone offer translations for these three different instances.
