  -> you're right the usual translation of the Mem and Arts of a company is statuts (de société). The sense here seems to be more of a declaration rather than registration if there's a difference.
agree  claudiocambon: in the US, this would be the articles of incorporation, which are distinct from the by-laws, or 'statuts.'
