Text on the "right to water and sanitation". The author also raises the issue of the right to housing and says that "le droit au logement opposable (i.e. an "enforceable right to housing"), quand il existe, n’a rien réglé au problème. Nous sommes restés dans un droit proclamatif.

These of course abound in the UK which doesn't have a writt5en constitution. However I only say that by illustration as the text does not appear to relate to the UK.

Does the UK have a written consititution?
