I might gloss the term, but I would not translate "association de préfiguration" when it's part of the title of the association:
A Pre-Launch Association (Association de préfiguration de la Maison de l'histoire de France) is implementing the Committee's recommendations and preparing to create the future public institution (établissement public) which will come into being on 1st January 2012.

Hi Paul, I only just saw your Note. If not in being used as part of the title of an organization, I think I'd go with interim (or temporary) organization. ;-)
