Explanation:
It means that if a part fails to forward his case (e.g. by not filing documents on time) then the Court is entitled to strike out the case. Can also mean "part" of a case,. for example a counterclaim.

Here it seems to mean whatever application has been brought by the third party intervenors.

"Prosecution" here does not imply criminal prosecution - the term invariably relates to civil cases
