déclaration de succession is the form you fill in so tax authorities can assess the tax payable on the deceased's estate.
In the UK, this tax is Inheritance Tax (form IHT200 or IHT205, depending), and I can find it called nothing other than an "inheritance tax form" or its code name.
The person with the "power" to fill it in is the executor (a.k.a. PR or personal representative) if named in the will, else "administrator" if appointed by the court.
This "power" in England and Wales is known as "grant of representation" (of which "probate" is one sort).

So it rather depends on your fuller context. On the face it "the authority to fill in inheritance tax form(s)" might be enough. Or you might need to put probate/grant of representation/executor in there. Only you can tell!
