Whilst “brutage” is indeed a term from the world of jewellery and diamond cutting, (see GDT), here the term is being used in relation to tax law provisions. In all probability, a literal translation can not be used here. When used in such contexts, the word “brutage” is often found in inverted commas. Your original would have helped you more if this has had been the case here! I have found quite a few pages on the web where the term is used, most of which are Belgian. I tried everything I know to find even a suggestion of a term for it in English, without any luck. You'll probably have to use the Belgian term - in inverted commas - and add a footnote.
It is apparently a term used generally, although not exclusively, in the fireld of taxation.
- Revenue which has to “subir le “brutage”” is revenue to which tax is applied.
- In terms of social security law, it would appear to be the adding of compulsory contributions to state funds to the total income on which tax has to be paid, effectively taxing those contributions, or at least increasing the taxable amount. (This woudl appear to be a recently change - and is understandably not very popular at all!)
- In terms of stocks and shares, it is where one party A undertakes to indemnify party B for any charges levied by A’s state in a transaction.

Les cotisations de 2001 sont calculées en fonction des revenus professionnels de l’année 1998, exercice fiscal 1999, tels qu’ils nous sont communiqués par l’Administration des contributions directes. Ces revenus doivent subir le “brutage” et, pour ce faire, ils sont multipliés par un coefficient égal à 1,1670, 1,227 ou 1,1299, selon la catégorie dont faisait partie l’assujetti en 1998.

Dans le cas d'émissions d'obligations, la proposition prévoit une "clause de grand-père" afin d'éviter de perturber les marchés. La plupart des émissions d'obligations domestiques et internationales et d'autres titres d'emprunt négociables en circulation comportent des clauses dites de "brutage". Une clause de brutage est une clause par laquelle l'émetteur s'engage à dédommager l'investisseur ("brutage") pour toute retenue prélevée par l'État d'établissement de l'émetteur. Toutefois, une clause de
remboursement anticipé permet généralement à l'émetteur de rembourser (ou rappeler) l'ensemble de l'émission de l'obligation au pair. Un tel remboursement anticipé se fait au pair et non à la valeur du marché des obligations, ce qui peut entraîner des pertes financières pour les détenteurs d'obligations en fonction des conditions du marché. Le risque existe que le prélèvement d'une retenue fiscale par l'Autriche, la Belgique ou le Luxembourg pendant la période transitoire qui leur est concédée déclenche l'application de ces clauses de brutage.

Supprimer le brutage des cotisations sociales. Ce brutage, qui consiste à ajouter aux revenus imposables les charges sociales de l’année de référence, complique par trop le mode de calcul des cotisations.

| Grading comment You gave me a clue. I did a search for "brutage" in google and came up with an EU document in pdf that contained the word. So replaced "fr" with "en" and came up with the same document in English. The corresponding expression was "gross-up", with the same explanation as the one provided by you. Maybe this expression does from diamond-cutting after all.
