I am translating two things, one is "attestation de naissance" and the other is "acte de naissance". I suppose they are respectively "proof" and "certificate" but I would like confirmation, and perhaps information on the agreed terms, if any, in English. The texts come from Congo. On second thoughts, "proof of birth" sounds misleading. Confirmation?

Explanation:
first someone has to officially report/declare a birth and on that basis a birth certificate is then drawn up.

Thanks. But I'm still not quite sure because the "attestation" was filled NINE YEARS after the birth, so it does not seem to be a Declaration in the sense described by your sources. It says, roughly: "Je, soussigné, officier de l'etat civil ... atteste par la presente qu'il ressort des pieces d'identité en sa possession que X ... est effectivememnt né (date).
