Explanation:
That is straight out of EuroDic.

This originated as an experiment in penal reform with moralistic overtones. (Lots of discussion in the US in the 19th century, continues today.) As far as the solitary confinement issue is concerned, one can refer to the "segregate system" (systematic solitary confinement) or the "congregate system".
This leaves out the hard labor component.

In the U.S., brings to mind maximum security prisons but that is irrelevant - the system was aimed at rehabilitation, not security.

I have no special knowledge of prisons, fortunately.
