I was just wondering of the best term to use for "consignés" in this case... any help gratefully appreciated

Bourth: 11:34am Dec 8, 2006: "animals of the bovine species considered to be at risk" suggests we are talking about a particular bovine species, whereas "bovine animals at risk" makes it clear we are talking about individual animals. See "considérés" au masculin pluriel.
Explanation: It looks to me as though it simply means meat product type goods which, although still at the slaughterhouse or stored (I would say stored rather than 'gathered' at another establishment, have been committed - presumably for sale. Meaning that they have been ordered or reserved but not actually delivered yet. I would steer clear of the English 'consigned', which can have different meanings and is thus a faux ami.
