Explanation:
It doesn't mean priority here. It means first. Then, they decide what to do with remaining profit..like give some to employees through profit sharing.

Par priority= first..,not as a priority, not a priority..it means first in this context...the dividend pay out

faire quelque chose par priorité= to do something first..not as a priority..the idea: you pay out the dividends first. If it meant it is a priority to do so, the French would be:

Toutefois, le prelevement des dividendes etc est une priorité.

Explanation:
...'by priority' is a literal translation. I am not sure I have every heard or seen it used, however. As a native English speaker (UK) I would suggest that 'as a priority' would make more sense.
