The document is a call for tender to recruitment agencies. This section is describing the aims of the project, and why the company wishes to outsource their recruitment.

Could this mean something like head hunting? The firm is a very large international technology company.

Explanation:
The company want to get a better balance between (very expensive) head-hunting and (somewhat less-expensive) standard job-advertising.
But I don't know if this is the 'official' expression in HR circles!

Explanation:
Dans le cadre du recrutement, je ne pense pas que "chasse" ait une autre signification. De plus, dans une grande entreprise, cela "doit" certainement apparaître.
