I strongly suspect that there is a specific term for this "initial message" issued to the media (and others) in the event of a crisis.
Here's the context:
<< Lorsqu'une précrise ou une crise est déclenchée, les premières mesures sont :
- mise en alerte des relais internes ;
- désignation des pilotes techniques ;
- recensement et partage des informations disponibles ;
- ouverture d'un journal de bord ;
- préparation d'un "premier message" par les unités technique et communication. Ce message est élaboré à partir des éléments rassemblés par la cellule de veille... >>

Although "initial message" would get the... err... message across, I'm sure there's a terme used in such circumstances. [Thinking aloud] Something to do with "firefighting" maybe?

I would think that this is the first public statement made after the incident as it involves the comm people.

Search "crisis management" + "initial statement" or "initial public statement" etc. for lots of examples.

Appears to cover corporate crises, industrial incidents, etc.
