I understand what this means, but do we say 'step by step quality objectives' in English? Or would we simply say 'quality management by objectives'? 'Stepped quality objectives'... my research in Google was inconclusive.

I have this term appearing in a flow diagram showing how not to do things in a water production plant, as follows:

Absence des objectif de qualite par etapes (this does not look well-written in the original French to me!)

Absence controle dosage des reactifs

Absence de procedures securite

Absence compteurs production

Absence d'entretien des ouvrages
