Facilitation manager
Explanation:
This term seems quite difficult in that such a job does not really exist in the US, so it would actually depend on the context. However I did find this URL which sheds some light on it.

I would say that :

managers de fonctions supports = Facilitation manager

Good definition on the French web page - it should help future askers. This has helped me define the job, but it seems more like a back office/resource manager...?

Notes to answerer
Asker: Thanks you. I was looking for a generic management title: 'middle management' perhaps.

Support Services Manager

Explanation:
In the UK we call these support services.

I apologise profoundly to Max for using part of his link:

Finances, gestion, juridique, achats, communication, logistique et ressources humaines, votre premier objectif est de valoriser les acquis de l'entreprise, accroître sa réactivité, protéger ses intérêts et accompagner ses évolutions. Vous travaillez en synergie avec tous les pôles : c'est au quotidien que l'on fait appel à vos compétences…

These aren't 'back office/resource manager' managers - the link gives a variety of support services - finance, legal, communication, etc. It could also be your payroll department for example.

A support service could also provide their service to other subsidiaries within a large group - ie payroll services, pension services.

We can't define the actual level they are at (ie middle manager) because it all depends upon the company, size, ultimate job position.....

for the US, this link gives 'administrative services manager' in charge of 'support services'. (of course the job exists in the US!!)
