I found the link above which shows that it is referring to ranks - communicating to more/less senior staff. I don't think that it has to be as formal as the link above in general because it's on lots of job adds:

TECHNICIEN DE MAINTENANCE H/F
Etre capable de communiquer de façon ascendante et descendante

applicants must be able to communicate effectively at all levels

Be capable of communicating effectively and influentially at all levels and represent the organisation at the highest levels.

strong written and spoken communication skills and capable of interfacing at all levels in the organisation

Must be capable of communicating at all levels of the business.

you will be capable of influencing and communicating across all levels

this is how I've always seen it in English job ads; it's not quite as explicit as the French

top-down and bottom-up communication

Explanation:
a boiler plate regularly translated in French as ascendant and descendant.

At all level (à tous les niveaux) works also (and mainly) for horizontal communication channels

In response to Juliebarba's comments: communicating at all levels mostly mean a personal ability to communicate horizontally at different levels of an organization (such as in one of her links "representing the organization at the highest level"). It does not necessarily imply communication channels running across hierarchical tiers. "Descendant et ascendants" in French means reports are sent up and instructions/comments are sent down across all levels by the same individual and that same individual may also organize collective communication sessions involving several organizational tiers, etc.

As to the objection that the "top-down and bottom-up" phrase seems to exclude the "middle"...well... metonymies usually do that you know: they tend to be elliptic a bit.

neutral  juliebarba: you wouldn't use 'all levels' for 'horizontal communication' when that is one level. Also, for your top answer - ascendante could be any upwards communication, you don't have to be at the 'bottom' - what about the middle? same for descendante
1 hr
-> erh...you make a real fine point there. Let's see: when you travel from top to bottom and vice versa you pass by "the middle" a couple of times don't you? I checked your links: some have "at", some "across": which one do you see "all the time" please?
