I'm not sure quite how this term is being used in this context, whether or not it is in fact franglais anyway, and if there is a 'standard' translation for this concept (whatever it is!)?

Sadly, there is no further information anywhere else in my document to shed any light on the matter.

The document is vaunting the advantages of a new partnership between 2 major players in HR and payroll management software / outsourcing services; this particular paragraph seeks to summarize things you might find useful about our package:

I get the idea that this 'noria' might be some kind of cycle or loop, but I'm afraid I don't know enough about payroll management to understand how that quite applies here.

Although it's not really worth a separate question, I'd also appreciate insights into the word 'report' as used here — for one thing, I'm not really clear if it is franglais or not (note that the anglicism 'reporting' is used quite frequently by this company)

Although 'noria effect' certain,ly does seem to be used (my real mistake was in not associating noria and the other terms directly with 'effets'), in the end I restructured the phrase quite heavily and so was able to use 'turnover'; but I'll leave 'noria' for the glossary — if nothing else, to draw attention to the useful information in this question.
