"Notre approche croisée permet une comparaison entre les processus de sélection et de mise en œuvre des projets d’une part, les visions et processus de décision des instances du programme concernant l’implémentation de ce dernier."

The second quotation above appears to miss out "de l'autre part", but that is not really relevant to the question.
