I shall have to ask the Client. In fact, this appears as a heading in a text that makes no further mention of TLM or anything that could be it, so it could be a left over from a previous version.

As French HR often use English abbreviations, could TLM stand for "time and labor management" (gestion du temps et du travail)?

Could be anywhere, so this is not a local reference. I think that this is an acronym that must have a wide recognition in HR. Afraid I think Moira's suggestions are probably too general and there is absolutely no point in wild guesses.
