I found one case of this being translated as "silo management" but I feel there must be a more widely-used expression.

Explanation:
Silo management is quite fair in translation and is also widely used. If a better term is needed, or rather an alternative to 'silo management', I would suggest "silo-centric management" or self management.

To explain it better, a silo management is nothing but decentralization of powers for better planing under a particular portfolio, assuming that the concerned persons are more competent to manage a work instantly than to wait for a centralized command to issue directions.

Prenons quelques instants pour s’intéresser à l’un des plus gros problèmes de tous nos gouvernements: le fameux « travail en silo » où chaque fonctionnaire, devenu ultra-spécialisé, ne voit que la proverbiale feuille verte qu’il a dans son assiette en ignorant sciemment la forêt à perte de vue qu’il a, devant lui.

Et quand un citoyen a le malheur de lui demander s’il a déjà vu un arbre, il répond que son travail consiste à regarder la feuille. Et seulement la feuille. Des arbres? Il en voit continuellement mais son syndicat lui a lessivé le cerveau en lui faisant comprendre que s’il ne voulait pas avoir de « problèmes », il était mieux de ne pas faire « le smat » et de ne s’occuper que de la feuille dans sa proverbiale assiette. Alors, des centaines de milliers de fonctionnaires suivent la doctrine syndicale et se font un devoir d’en faire le « strict minimum » pour l’employeur… le méchant gouvernement… en l’occurrence, nous.

Vous voyez, les syndicats adorent la gestion en silo parce que, comme pour les poules-pondeuses dans les poulaillers, qu’on isole dans de petites cages en métal, les fonctionnaire se contrôlent mieux lorsque leur univers se limite à leur cubicule ou, pour poursuivre l’analogie, à la feuille dans leur assiette.

Let us unpack the term a little further. What it actually and quite neatly doing is removing the illusion of ‘separate’ digital worlds which we will increasingly work in. The fact is we are working in one ‘shared space’ and that space is digital. Imagine an art school where there were once nice designated rooms…..sculpture, painting, graphic design, film, theatre. In fact one does not have to imagine it in most cases despite the ‘digital’ revolution that is how our institutions are set up. But as the pace of technology increases alongside the power of the hardware we are fast approaching a point where all this ‘silo’ demarcation will become totally irrelevant. I work in such an institution however and we are going to have to tear down those walls soon….very soon…
