Or "Directorate General for Energy and Climate (DGEC)," based on the assumption that DGEC is an abbreviation in the French text for "Direction générale de l'Énergie et du Climat" – an assumption that may be wrong.

I'm not sure of the context, so the confidence level is low. Maybe the connection between DGEC and Holcim is carbon quotas/credits? See:

1/ A very loose link to Holcim: "Tout quota a en effet son petit nom, comme RO-2 574 730 697, un des quotas d’Holcim disparu." From an article entitled "Le Carbone à la cote" on pages 7-8 of "L'Usine à GES" (February 2011)

I forgot to post the reference where I found "Directorate General for Energy and Climate" as an "official" translation for "Direction générale de l'Énergie et du Climat." Here it is, a PDF issued by the Ministère de l’Écologie, de l’Énergie, du Développement durable et de la Mer, Direction générale de l'énergie et du climat; see the title on the cover page of the PDF.
