Or "Directorate General for Energy and Climate (DGEC)," based on the assumption that DGEC is an abbreviation in the French text for "Direction générale de l'Énergie et du Climat" – an assumption that may be wrong.

I'm not sure of the context, so the confidence level is low. Maybe the connection between DGEC and Holcim is carbon quotas/credits? See:

I forgot to post the reference where I found "Directorate General for Energy and Climate" as an "official" translation for "Direction générale de l'Énergie et du Climat."
