I don't get it:
The skills assessments are carried out by peer-interview or by interview with a superior. Interviewers receive training and use the application of which this text is the subject.

Do they mean "weighting percentages must add up to 100%"?

I think this is a logical interpretation of the actual words — leaving it at the default setting of 100%. Presumably this is just something that hasn't been implemented yet...
