Context: IT reorganization, outsourcing, justification for it.

Ceci serait un atout en matière de sécurité et de meilleur respect des exigences de qualité." |

Explanation:
The syntax seems indeed deficient but I would read it as "when no other options are available" or "if need be", as a last resort. Marge is sometimes used in colloquial speech to mean "limit of what is acceptable".
