I've found "adherence primer" but am doubtful because all the references to it seem to be on foreign sites.

In this context it appears to simply be an "own brand" primer recommended by the company before the application of another of its products.

Primaire does also mean primer as well as primeur (eg. primaire époxy = epoxy primer from Gorsau dictionnaire scientifique et technique) the d'adhérence bit is trickier. In terms of verbs, you talk about priming or keying a surface in preparation for application of a substance in order for it to adhere better.
