city slickers

Explanation:
"Clever cityfolk" is the real meaning of "citadins malins," but it just didn't seem to cut it marketing-wise. The author may have chosen "malin" simply because it rhymes with "citadin," and something like "city slicker" definitely has more punch than a literal translation like "clever cityfolk."

A lot will depend on context. (What exactly makes the citadins so malin?)
